You have missed a lot of facts like EPO found in his 1999 samples, that was dropped by UCI because of statute limitations. During SCA affair, there 3 legal testimonies specifying that Lance confessed doping or had say he doped. Many times, his team had been caught with doping material like perfusion kit, actovegin and so… We are still waiting for a scientific explanation about his hematocrit level, the only technic known is blood doping to obtain such values.
